While it seems the disc that Rosewill provides does not load up the drivers automatically, you can update drivers on this Mass Storage Controller to use Vista x64 and it will load up correctly. If so, that software includes the Smartcard mini-driver. I have spent a long time on this issue and have reinstalled Win 7 several times trying x32 and x64 versions.

Installation went perfect, restarted, still looked good, and it really works. Everything that I have tried so far has failed to fix it. I did a fresh install of Windows7 RTM Ultimate and axpi was installed and ready to go in about 20mins, no problems what so ever.
